Position Description:
The Director of Human Resources oversees all human resources (HR) functions ranging from university policy, compliance, employee relations, compensation, benefits, retirement, training, budgeting and managing the day-to-day operational details critical to the HR functions. The Director will perform all functions in a manner aligned with the University’s core values. This position reports to the Vice President for Finance & Administration.

Duties & Responsibilities:

  • Develop and implement effective strategies for all aspects of HR that are data-informed and aligned with the University’s mission, values and goals.
  • Monitor the university’s compliance and ensure adherence to applicable federal, state, and local laws, regulations, and guidelines regarding personnel policies, practices, and procedures.
  • Responsible for the ongoing review, development and communication of employee policies, procedure and required employee training.
  • Responsible for ensuring compensation and benefit plans/programs are fairly and equitably administered to provide competitive offerings.
  • Administers and manages the performance management system for staff.
  • Oversee the development and maintenance of personnel records while maintaining confidentiality and data security.
  • Oversee recruitment, hiring, onboarding, retention and succession planning efforts to attract and retain diverse top talent for the university. Ensure these functions are efficient and appropriately supported by technology and human resource information systems.
  • Responsible for overall accuracy of employee data, reports, and payroll information in the HR information system.
  • Prepare and analyze quantitative human resource data (i.e. separations, turnover, employee feedback, etc.) and make recommendations to address issues or concerns.
  • Deliver strategies for overall staff development training including compliance, management and organizational acumen, utilizing virtual and in-person delivery systems.
  • Provide guidance and resources to supervisors in addressing performance or behavior related personnel issues, disciplinary actions, and procedures.
  • Participate in long and short-term workforce planning and budgeting.
  • Develop and manage HR budget with effective stewardship.
  • Supervise HR staff and delegate assignments; establish staff goals and objectives and provide coaching, mentoring and performance feedback as necessary. Develop and implement departmental continuous improvement plans.
  • Foster a positive organization culture through proactive employee engagement and conflict resolution. Act as primary contact for handling employee relations, grievances for formal complaints; investigate, summarize, and make recommendations in an objective manner.
  • Consult with General Counsel, as appropriate, on matters related to employment and labor law.
  • Support the university Title IX Officer and serve as a Deputy Title IX Coordinator.
  • Maintain knowledge of trends in Human Resource management and stay abreast of best practices and compliance issues.
  • Provide leadership for the development and execution of the annual all employee recognition event.
  • Prepare all human resource-related compliance reports and participate in various surveys as needed.
  • Engage in the university’s institutional effectiveness process including annual planning and outcomes assessment, applying effective methods of evaluation and continuous improvement related to HR.
  • Other duties as assigned.

  • Engages in creativity, innovative, and strategic approaches to respond to institutional needs and human resources operations, including technology and other resources.
  • Knowledge of financial/business analysis techniques.
  • Ability to foster a collaborative and excellent customer service-oriented approach to human resources.
  • Ability to identify and research problems and develop, recommend, implement, and monitor solutions.
  • Ability to meet deadlines and work under pressure.
  • Ability to work independently and as a team player.

Required Qualifications:

Bachelor’s degree in human resources or related field.

Seven years of experience in the human resource field, including four years of management experience.

Knowledge of federal employment laws and regulations, such as Title VII, Americans with Disabilities Act, Equal Employment Laws, Fair Labor Standards Act, and Family Medical Leave Act, and any other employment relate federal and state laws.

Knowledge of human resources best practices.

Possess a clear understanding and personal commitment to Texas Wesleyan University’s mission and values.

Proficiency with Microsoft Office (Word, Excel, PowerPoint, Outlook, Teams).

Comfortable working with new technology tools and systems.

Preferred Qualifications

Master’s degree in human resources, MBA, or related field.

SHRM-SCP or SPHR certification.

Experience working in higher education.

Experience with Ellucian Colleague ERP system.

Experience with PeopleAdmin applicant tracking system.
